Public management in Ecuadorian higher education has undergone significant transformations in the last decade, influenced by legal reforms, political changes and social demands. This study analyzes the main challenges and opportunities of the Ecuadorian university system, focusing on aspects such as financing, educational quality, university autonomy and equity of access. Using a mixed methodology (qualitative and quantitative), official statistical data are examined and contrasted with recent research to assess the impact of policies implemented. The results reveal progress in coverage, but problems such as bureaucracy, dependence on state funding and disconnect between academic training and labor market needs persist. Strategies are proposed to improve administrative efficiency, promote innovation and strengthen links with the productive sector. The study concludes that, although Ecuador has made progress in the democratization of higher education, more strategic and transparent management is required to guarantee its sustainability and quality in the long term.
