The academic gap in political representation and its implications for governance in Ecuador

This research analyzes the relevance of incorporating minimum academic requirements into Ecuadorian electoral legislation as a condition for running for elected office. Using a mixed methodological approach, with a correlational-explanatory approach and a non-experimental design, the study explored the relationship between the right to political participation and the need to guarantee technically qualified public representation. The study reveals a regulatory omission in Article 95 of the Organic Electoral Law, which does not require any academic training for those aspiring to hold legislative or executive positions. Through a review of doctrinal and regulatory sources, surveys, and expert interviews, it reveals a high level of acceptance regarding the need to raise candidate eligibility standards. The research concludes that requiring a minimum academic level does not violate the right to participation, but rather regulates it in the public interest, contributing to institutional strengthening and a higher-quality representative democracy. Therefore, a regulatory reform aimed at professionalizing the public service from its electoral base is proposed.
