Community resilience and institutional responses to micro-drug trafficking in educational settings

This article examines the phenomenon of micro-drug trafficking in educational settings in the canton of Babahoyo, Ecuador, and proposes a comprehensive analysis from the perspective of community resilience and institutional response. Using a mixed-method approach, the main manifestations of micro-drug trafficking in school settings were identified, as well as their impacts on safety, academic performance, and social cohesion. Simultaneously, the role of Decentralized Autonomous Governments within the current regulatory framework is analyzed, highlighting the need to strengthen their institutional capacities to implement prevention policies with a rights-based approach. The results of surveys and interviews reveal a high perception of insecurity and a sustained increase in micro-drug trafficking in vulnerable areas, which requires a paradigm shift in public management. Effective coordination between institutions and communities is proposed through community security committees, citizenship training schools, and participatory budgets, with an intergenerational approach that positions young people as strategic actors. The research concludes that the fight against micro-trafficking cannot be limited to punitive measures, but rather requires multisectoral, pedagogical, and participatory strategies that strengthen the social fabric, guarantee safe educational environments, and promote the collective right to a life free from violence. This perspective demands the redesign of territorialized public policies that recognize the community as an active political subject in the co-production of security and well-being.
