This study examines the governance structure of the Faculty of Administrative Sciences at the University of Guayaquil, assessing its alignment with the National Development Plan and the United Nations Sustainable Development Goals (SDGs). Grounded in Foucault’s conceptual framework of biopolitics and Brunner’s typology of university governance models, the research explores the dynamic interplay among state regulation, institutional autonomy, and social relevance. Data collected through surveys administered to faculty members and students indicate persistent gaps in pedagogical and emotional training, as well as limited socio-cultural and productive engagement. These challenges are largely attributed to the predominance of bureaucratic procedures that constrain participatory and transformative teaching methodologies. The findings suggest that institutional management tends to emphasize regulatory compliance rather than pedagogical innovation and formative research. Consequently, the study proposes strategic actions aimed at advancing curricular modernization, strengthening applied research, optimizing administrative processes, and fostering greater student participation. Overall, the analysis highlights the importance of incorporating humanistic, ethical, and ecological dimensions into university governance and the production of knowledge.
