Institutional Policy on Research Assessment and Commitment to DORA

The Revista Mexicana de Investigación e Intervención Educativa (RMIIE), published by Universidad Pablo Latapí Sarre, incorporates the principles of the San Francisco Declaration on Research Assessment (DORA) into its editorial philosophy, in accordance with its responsibility to promote an academic culture grounded in scientific rigor, equity, integrity, and the recognition of intellectual contributions. From this perspective, the journal advocates assessment practices that prioritize the scholarly significance of research and its capacity to generate relevant knowledge in the field of Educational Sciences.

RMIIE maintains that the recognition of research should arise from a well-founded examination of its scientific, educational, and social contributions, regardless of the prestige or bibliometric standing of the publication venue in which it appears. Accordingly, the strength of arguments, theoretical foundations, alignment between research objectives and methodological procedures, reliability of findings, and potential applicability in educational settings constitute essential considerations when assessing the value of scholarly studies. The journal opposes the use of journal impact factors, publication rankings, or similar metrics as substitutes for the direct examination of research outputs or as exclusive criteria for assessing the academic achievements of researchers and institutions.

Consistent with its status as a peer-reviewed scientific journal, RMIIE conducts its editorial selection procedures through specialized manuscript assessment and the participation of reviewers whose expertise corresponds to the subjects under consideration. This process seeks to ensure academically justified decisions based on the relevance of research proposals, the adequacy of supporting evidence, and the coherence of the interpretations presented. Furthermore, the journal encourages constructive peer review that respects the diversity of epistemological and methodological perspectives, contributes to the improvement of scholarly studies, and strengthens research practices in education.

The journal acknowledges the diversity of approaches, methodologies, and outcomes that characterize contemporary educational research. Consequently, it recognizes the importance of theoretical contributions, empirical studies, pedagogical intervention experiences, teaching innovations, and interdisciplinary proposals that provide evidence-based responses to challenges facing educational systems. This approach enables the recognition of knowledge generated across different institutional, geographical, and sociocultural contexts without establishing automatic hierarchies based on citation indicators, geographical origin, publication language, or the prior recognition of authors.

Regarding the use of bibliometric information, RMIIE promotes a contextualized interpretation of quantitative data associated with scholarly communication. The journal recognizes that citations, indexes, and other measurements may contribute to understanding certain aspects of the dissemination and reception of scientific knowledge. However, such indicators cannot independently establish the pedagogical relevance, scientific soundness, or contribution of research to the transformation of educational practices. Therefore, any consideration of these measures must serve clearly defined purposes and be complemented by qualitative assessments that account for the specific characteristics of each study.

The Revista Mexicana de Investigación e Intervención Educativa also considers it essential to foster conditions for academic participation that acknowledge the diversity of institutions, scientific communities, and research traditions. Its national, Latin American, and international orientation is reflected in its commitment to disseminating original knowledge that advances the understanding of educational phenomena from different perspectives and promotes intellectual exchange among researchers, educators, and specialists. Within this framework, the scientific quality of submissions remains the primary basis for assessment, without allowing institutional affiliation, author reputation, or organizational standing to predetermine editorial decisions.

Through this policy, RMIIE establishes a framework aimed at the continuous improvement of its peer-review, manuscript selection, and scholarly dissemination practices. The editorial team, under the institutional responsibility of Universidad Pablo Latapí Sarre, will oversee the effective incorporation of DORA principles into relevant procedures by monitoring assessment practices, reviewing editorial provisions, and strengthening criteria that support well-founded, transparent, and verifiable decisions.

This policy reflects the commitment of the Revista Mexicana de Investigación e Intervención Educativa to
